Revised CSAT GPRA Tool QxQ Guide now available on SPARS

The revised Center for Substance Abuse Treatment (CSAT) Government Performance and Results Act (GPRA) Client Outcome Measures Question-By-Question (QxQ) Guide resource is now available on the SPARS website and can be found on the Resources page.  

The revised QxQ guide provides instructions for collecting and reporting data using the CSAT Client Outcome Measures Tool. Current revisions integrate responses to grantees' frequently asked questions about the tool, which was revised in September 2022.

Changes to the QxQ guide include new guidance for:

  • Screening, Brief Intervention and Referral to Treatment (SBIRT) grantees regarding the necessary sections to complete.
  • All grantees regarding how to ask a client whether a language other than English (or Spanish) is spoken at home (Section A, Question 5).
  • Offender Reentry/Adult Reentry (ORP/ARP), Adult Treatment Drug Courts (DCT-AD), SAMHSA Treatment Drug Courts (DCT-FA), and Family Treatment Drug Courts (FTDC) grantees regarding the time period for which clients are prompted to consider and disclose relevant substance use at intake (Section B, Question 1a).
  • All grantees regarding a maximum “number of doses” for extended-release Naltrexone (Section B, Question 3).
  • All grantees regarding how to indicate when a client cannot afford an expense, or circumstances rendering this question not applicable (Section D, Question 4).
  • All grantees regarding how to calculate planned services attendance (Section K, Question 2).
