Thank you for your continued dedication to meeting your grant program’s purpose, goals, and objectives to address the behavioral health needs of your community and the nation. To reduce administrative burden and improve data quality, CMHS has revised and received approval for its Government Performance and Results (GPRA) National Outcome Measures (NOMs) Client-Level Measures for Discretionary Programs Providing Direct Services tool (OMB 0930-0285) after a period of public review and comment.

CMHS now anticipates implementing the new NOMS Client-Level Measures tool as of January 1, 2023.

The current tool (OMB-0930-0285) was due to have expired on September 30, 2022; however, we are requesting an extension of the current tool through December 31, 2022.

The postponed dates for implementing the new tool are in response to questions and feedback received. By postponing implementation of the new tool to January 1, 2023, there will be additional time between the availability of reference and training materials (e.g. Spanish translation, codebook, question by question guide, frequently asked questions) and requirements for data entry to allow for grantees to update data collection processes and systems and to prepare staff.

If you have questions on the new data collection tool for NOMS, please email CMHS-GPRAtools@samhsa.hhs.gov and copy your Government Project Officer on the email correspondence.
