New CSAT/CMHS SUPRT - Administrative and Client Resources Now Available on SPARS!

New resources are now available on SPARS to support data collection for the new Center for Substance Abuse Treatment (CSAT)/Center for Mental Health Services (CMHS) SAMHSA Unified Performance Reporting Tool (SUPRT) – Administrative and Client. SAMHSA developed SUPRT to consolidate the CSAT Government Performance and Results Act (GPRA) Client Outcome Measures for Discretionary Programs Tool and theCMHS National Outcome Measures (NOMs) Client-Level Measures for Discretionary Programs Providing Direct Services Tool into a streamlined, multi-component SAMHSA Client-Level Performance Tool. Discretionary client services grantees will collect client-level data using SUPRT and enter data into SAMHSA's Performance Accountability and Reporting System (SPARS), which serves as a central data repository.
SUPRT consists of two components:
- SUPRT–Administrative (SUPRT-A): A brief questionnaire completed by grantees based on information available in client records.
- SUPRT–Client or Caregiver (SUPRT-C): A brief questionnaire completed directly by the client or caregiver.
These new tools are designed to reduce respondent burden, improve data consistency, and streamline data collection processes across SAMHSA-funded programs.
Effective October 1, 2025, eligible grantees funded through CMHS and CSAT with more than one year remaining in their project period will transition to using the SUPRT-A/C tools. Grantees will be notified via eRA Commons regarding whether their grant is transitioning to SUPRT-A and SUPRT-C.
