New CSAT SOR/TOR Program Instrument Now Available on SPARS!
The new Center for Substance Abuse Treatment (CSAT) State Opioid Response (SOR)/Tribal Opioid Response (TOR) Program Instrument is now live on SPARS as of April 3rd, 2025. These changes are designed to enhance data collection and reporting on the implementation and impact of CSAT’s SOR/TOR programs. SOR/TOR grantees should use the new tool to report Federal Fiscal Year 2025, Quarter 2 program data due April 30, 2025.
The SPARS Resources page now hosts the following resources to support SOR/TOR grantees:

- SOR/TOR Program Instrument – Spanish (paper version)
- Codebook
The following resources are receiving a corresponding update in the coming weeks:
- A question-by-question guide
- A frequently asked questions (FAQ) document
- A program instrument training
- A data entry training
CSAT will email SOR/TOR grantees as each revised resource becomes available, and announcements will be posted on the SPARS website.
