New CMHS Resources Now Available on SPARS:

CMHS NOMs Client-Level Services QxQ Guide

The new NOMs Client Level-Services Question-By-Question Instruction Guide provides instructions for collecting and reporting data using the new CMHS National Outcome Measures (NOMs) Client-Level Measures for Discretionary Programs Providing Direct Services Tool. Grantees began using the new NOMs tool on December 10, 2022. This guide includes:

  • Deadlines for completing interviews and data reporting requirements in SPARS
  • Interviewing guidelines about consent, reading questions and response options, prompts for child clients and caregivers, and recording responses
  • Detailed instructions for each NOMs tool question, including Section G. Program-Specific Questions
  • Step-by-step instructions on how grantees set and enter annual goals into SPARS

For questions around transitioning to the new NOMs tool, grantees should reference the FAQ on Transition to New NOMs Tool & IPP Indicators.

New CMHS Training Materials Now Available on SPARS:

CMHS NOMs Client-Level Tool Walkthrough

The training slides with speaker notes for the CMHS NOMs Client-Level Tool Walkthrough Training course is now available in the training area on SPARS. This training focuses on the 2022 approved version of the CMHS NOMs Tool. Grantees should begin collecting service-level data using this version of the NOMs tool on December 10, 2022. This training’s learning objectives include:

  • Understand NOMs reporting requirements, including data collection and entry timelines, as well as key dates for implementation
  • Be aware of key tips, guidelines for conducting NOMs interviews and a full walkthrough of all sections/questions

CMHS Data Entry for Annual Goals Training
The training slides with speaker notes for the CMHS Data Entry for Annual Goals Training course provides instruction on the process by which grantees enter their Annual Goals in SPARS, and the corresponding review and approval process by GPOs. The Annual Goals open period is during quarter 1, so the deadline to enter or edit Annual Goals in SPARS for the new Federal Fiscal Year (FFY23) is December 31st. This training’s learning objectives include:

  • Understand the purpose, process, and timeline
  • Access and edit Annual Goals data in SPARS
  • Be aware of the GPO approval process and how to review GPO feedback

The training slides for both trainings are now available on the SPARS website and are intended for SPARS users that are responsible for collecting NOMs client-level data and for entering and updating CMHS Annual Goals for client-level services. The Data Entry for Annual Goals training includes IPP indicator goals. After logging in to SPARS, you can access these materials in the Training section of the site (under CMHS-specific courses), using this link. The course videos are coming soon!
