New CSAT SOR/TOR Program Instrument Coming Soon to SPARS!

The Center for Substance Abuse Treatment (CSAT) has enhanced the State Opioid Response (SOR)/Tribal Opioid Response (TOR) Program Instrument, and it will become available on SPARS in the coming weeks. These changes are designed to enhance data collection and reporting on the implementation and impact of CSAT’s SOR/TOR programs. SOR/TOR grantees should use the new tool to report Federal Fiscal Year 2024, Quarter 2 program data due April 30, 2025.

The following changes were made to the program instrument:

  • Broadened the language due to the availability of new FDA-approved opioid overdose reversal medications and emerging drug checking technologies.
  • Added Question 3 to collect data on the types of entities that distribute opioid overdose reversal medications. 
  • Added Questions 11a and 11b to collect data on opioid use disorder treatment services.
  • Added Questions 12a and 12b to collect data on stimulant use disorder treatment services.
  • Added Questions 13a and 13b to collect data on recovery support services. 
  • Added two response options for zero values or unavailable information.
  • Added the sub-recipient entity inventory table to collect annual expenditure and services data on SOR and TOR sub-recipients.

CSAT will email SOR/TOR grantees as each new resource becomes available, and announcements will be posted on the SPARS website.
