Annual Service Goals for FFY 2026 SOR4-Supplement, TREE, and TCE-SP Grants

SAMHSA grantees providing direct client services are required to enter annual service goals for the number of new, unduplicated clients expected to begin services during each year of the grant. Grantees in the SOR4-Supplement, TREE, or TCE-SP programs that began in federal fiscal year 2026 should enter their service goals into SPARS. 

Grants that have not yet entered service goals should complete the steps below. Targets must be approved by the assigned GPO before they are finalized.  

Grantees

  1. Log into SPARS
    • If you have access to multiple grants, confirm that you are logged into the correct grant.
    • CSAT SOR Supplemental grant numbers end with an “S”.
  2. Navigate to Tools
  3. Select “SUPRT – Service Goals: Annual Service Goals”

  1. Enter annual service goals
    • Targets should reflect the number of new, unduplicated clients expected to begin services during each federal fiscal year of the grant.
    • The system will display all fiscal years included in the grant period. Supplemental grants may include only one fiscal year.
  2. Save and submit the record to your GPO for approval

GPOs

Once grantees submit their service goals, assigned GPOs are required to review and approve the goals. Instructions on how to approve Service Goals are below. 

  1. Log into SPARS
  2. Navigate to Tools
  3. Select the service goals record for review
  • GPOs will see records for all assigned grants

  1. Approve the targets or return the record for revisions with comments
